Give preference to relatives over foster homes

To require a supervising agency to give special consideration and preference to a child's relatives (if they are fit) before deciding to place a child in its care in a foster home. Also, to give preference to a foster home that shares the same religion as the child's immediate family, especially if the family observes religious laws regarding food.
