To allow money under the jurisdiction of the Michigan Higher Education Assistance Authority (MHEAA) to be used for the State Competitive Scholarship Program or Tuition Incentive Program (community college assistance). The 2005-2006 state budget contains a $3 million transfer of MHEAA funds to the State Competitive Scholarship Program.
