Authorize resort liquor licenses

To authorize the issuance of additional resort liquor licenses, resort economic development licenses, and specially designated distributor (SDD) licenses in resort areas in 2005 and 2006. Resort licenses allow the sale of liquor for on-premises consumption. An SDD can distribute packaged liquor for off-premises consumption.
