Revise welfare work and education requirements

To impose more detailed “personal development plan” contract requirements on welfare recipients, and require more detailed tracking and record keeping by the state to monitor self-sufficiency efforts over the recipient’s lifetime. House Bill 5441 provides penalties for not meeting the requirements.
