Create Michigan Port Authority

To establish a Michigan Port Authority with extensive powers to promote and develop port facilities, very broadly defined, and also to serve as an economic development agency. Among other things the authority would be authorized to borrow money and to take private property for public use under the power of eminent domain. The bill would appropriate $100,000 for initial implementation costs.
