Shift money from public transit to roads

To reduce the amount of sales tax revenue that is earmarked in Fiscal Year 2005 for the comprehensive transportation fund, which pays for public transportation subsidies. Reportedly this could reduce transit money by $70 to $80 million, and increase money for other transportation spending, including roads, by the same amount, at the discretion of the legislature.
