Require expeditious filling of county commission vacancies

To require a county board of commissioners to fill a commissioner vacancy within 30 days by appointing the person who received the next highest number of votes in the most recent election for that office. If that person is not willing or eligible, the commission must appoint a another registered voter from the district.
