Revise hit-and-run burden of proof

To eliminate a requirement that the prosecution in a hit-and-run case must show proof that the driver of a fleeing vehicle had knowledge that he or she had actually injured another person. Instead, it need only be shown that the person knew or should have known that he or she was involved in an accident.
