Revise “usury” restrictions

To eliminate a prohibition on the compounding of certain interest rates in the state “usury” statute that imposes government controls on interest rates (notwithstanding the voluntary agreements of borrowers and lenders), and repeals or revises certain restrictions on other details of lending agreements.
