Increase ISD budget oversight

To require constituent school districts to approve the annual budgets of Intermediate School Districts (ISDs). If more than one constituent district disapproves, a revised budget would have to be approved by a majority vote at a meeting attended by one board member from each constituent district. This is one of a number of bills which have been introduced to reform ISDs.
