Require licensure for acupuncturists

To require licensure and regulations for acupuncturists, and impose $50 annual license fees. The bill would create a Michigan Board of Acupuncture to establish licensure and competence assessment requirements for the practice of acupuncture and oriental medicine. This would include the practices of administering herbal substances; therapeutic breathing and exercise techniques; the application of cold packs to reduce heat conditions or inflammation; "cupping" to apply heat or suction to specific locations on the body; dietary, nutritional, and lifestyle counseling; electronic biofeedback and electrostimulation; the use of "ion pumping cords," or the application of wires containing diodes to acupuncture needles placed on the body; the application of magnets to specific locations on the human body; the use of treatment devices with acupuncture "meridians;" "moxibustion," or the use of heat at specific locations on the human body, and more. The Board would be comprised of three acupuncturists, one licensed physician, and one public member. A licensed acupuncturist would only be allowed to practice upon the referral of a regular physician, except for weight control, substance abuse, or illnesses which a physician has already diagnosed.
