To authorize police to use proceeds from property seized under state drug laws for “homeland security” and anti-terrorism activities. Under current law money from this source can only be used for drug enforcement. The bill prohibits replacing existing homeland security or drug enforcement funding with drug seizure money. Instead, the seizure money must only be used to increase net spending.
