To amend a provision of the Freedom of Information Act exempting the disclosure of information that would reveal the exact location of archaeological sites, by transferring certain responsibilities from to the Secretary of State to a new Department of Arts, History, and Libraries, created earlier in 2001 by executive order. The legislation is part of a multi-bill package which is necessary before the new department becomes fully operational.
