To replace the previous version of the bill with one that allows the tax break only because of a report that shows the plant will consume less than "7.5 percent of the annual wood within a 60 mile radius." Existing plants have argued that the tax break gives the Mancelona facility an unfair competitive advantage, and that it will cause their wood prices to rise by using so much.
