To require the Michigan Department of Technology, Management, and Budget to budget to develop processes and procedures for monitoring and accounting for state information technology system development vendor contracts that exceed $250,000 that, among other things, identify cost overruns, identify change orders and accounting for projects that exceed one fiscal year, communicate processes and defined roles to involved parties, track spending, keep the legislature informed and more.
