To establish that the director of the state Department of Licensing and Regulatory Affairs must grant any “exceptions or variations from the literal requirements of the law or rules regulating elevators that are necessary to allow alteration to a safety measure” if the safety measure was not required when the elevator was made and the director believes it is reasonable.
