Limit local protectionist septic waste facility restrictions

To restrict a local government's ability to mandate that septic tank servicers may only dispose of waste in a "receiving facility" in the same area as the property from which the waste was removed. The bill would also preempt local governments' authority to impose rules on application of septage waste to land that are stricter than state rules (although they could still ban this).

To exempt a Grand Traverse County septic waste receiving facility from the bill's restriction on local mandates that septic servicers may only dispose of waste in a "receiving facility" in the same area as the septic tank from this facilith is charging much higher prices than other facilities, and under current law property owners are not allowed to have their waste removed to a less costly facility.
