Among other changes the bill places new conditions and restrictions on removing vegetation from in front of signs, "grandfathering" provisions for existing signs, and more. The Senate added a provision requiring billboard owners to surrender three existing permits for regular signs in or order to get one digital billboard permit, with certain exceptions and additional restrictions.
