Authorize government “microenterprise” business subsidies

To authorize state government subsidies for "microenterprise businesses." The subsidies could be loan guarantees of up to $35,000 plus some other benefits, to be distributed by “microenterprise development organizations” to which the state would give grants. The bill would also create a state government “Center on Microenterprise Development” to determine which private organizations would get the grant money.
