Revise methodology for setting speed limits

To require local governments looking to lower speed limits on local roads to use more rigorous methods for demonstrating that a current speed limit creates a hazardous situation. Also, the bill would require posted speed limits to be within five miles per hour of the speed traveled by 85% of traffic; the 85th percentile is the basis on which most speed limits are actually set.
