Authorize 5-20 years for messing with or harming police during a riot

To authorize five years in prison and a $5,000 fine for “knowingly causing physical contact” with a first responder during a riot or civil disturbance “that a reasonable person would regard as extremely offensive or provocative, including spitting, throwing, or otherwise transferring bodily fluids, bodily pathogens, or human waste onto a first responder;” and up to 20 years and a $20,000 fine for attempting to strangle or causing bodily injury or the death of a first responder during a riot, or displaying a weapon.
