Require police to speak up and more on excessive force

To require law enforcement agencies to adopt policies that makes it an affirmative duty for an officer to intervene verbally or physically to prevent an observed use of excessive force by another law enforcement officer, with failure to do so subject to a $1,000 fine and a year in jail. Also, to require agencies to take appropriate disciplinary actions if an officer fails this duty.
