2020 Senate Bill 1047: Issue summons not arrest warrant for low level offenses

To require court officers to seek a court summons instead of an arrest warrant for a person who is wanted on a "bench warrant" unless the case involves assault or domestic violence, or there is reason to believe this would not be safe.
