2019 Senate Bill 684: Require state hire project manager on big construction projects

To require that on state construction contracts of more than $25 million, the relevant state department must also hire or contract for an “owner's project manager” to serve as its project representative and consultant, for which it could pay up to 3 percent of the construction costs.   Official Text and Analysis.
