Limit university charter school authorizations to UM, MSU and WSU

To eliminate the power of most state universities to authorize (“charter”) a public school academy, known as a charter school. Only the three universities with boards chosen by voters (the University of Michigan, Michigan State and Wayne State) would be empowered to authorized charters, and not the universities with boards appointed by the governor.
