Let counties claim state income tax refund against debts

To require the state Department of Treasury to “work with a nonprofit association that represents counties” (the Michigan Association of Counties) to create a system in which the state would divert to counties money from the individual income tax refunds of individuals who owe the county not including, except money owed for delinquent property taxes (but possibly including money for delinquent “special assessment” tax levies). Under the bill counties would not have to get a court ruling to take money from an individual's tax refund.
