2019 House Bill 4435

Restrict campus free speech restrictions

Introduced in the House

April 9, 2019

Introduced by Rep. John Reilly (R-46)

To prohibit state colleges and universities from restricting “expressive conduct” in public areas unless the restriction serves a “compelling government interest,” is the “least restrictive means” for doing so, leaves open “ample opportunities” for expressive conduct and allows for “spontaneous assembly and distribution of literature.” Individuals aggrieved by violations could sue for up to $1,000.
