Revise state Capitol veteran recognition detail

To require the Michigan State Capitol Commission to provide some recognition in the State Capitol Building for veterans, and also to eliminate compensation paid to the custodian of a "Michigan veterans' headquarters," which refers to a designated space in the Capitol. This would replace provisions requiring the Capitol to set aside space recognizing veterans of specific wars.
