Give mine tax distribution authority to political appointees not government employees

To political appointees instead of government employees to revise details of how money earmarked from a mine tax authorized in 2012 is allocated. Under current law a state agency decides how to spend the money, and the bill would instead give these decisions to political appointees on the board of a state “rural development fund” created at the same time the mine tax was imposed.
