Give more money to schools that give more instruction

To authorize spending $14 million on grants to public schools with low income student populations if they provide extra hours of instruction beyond the minimum required by law. This would be a new “categorical” grant, which can have the effect of reducing the amount available for the per-pupil “foundation allowance” payments that fund regular school operations.
