Revise NRTC state land acquisition details

To revise various rules and restrictions on spending money in the state Natural Resources Trust Fund, to which royalty money earned on state land oil and gas leases is earmarked, and which may be used to buy more state land or on recreation projects. Among other things the bill would prohibit the Department of Natural Resources from from restricting access to land acquired with NRTF money, or buying land with money from any source unless it is first denied NRTF funding. It would also allow land to be purchased in a way that removes use restrictions; require at least 25 percent of the money available for land purchases be used for trails; and more.
