Allow more municipal taxes and debt for “energy efficiency” loans to households

To allow local governments to take on additional “general obligation” debt to pay for a program authorized by a <a href="http://www.michiganvotes.org/2009-HB-5640">2010 law</a> that allows them to lend money to a property owner money for “energy efficiency improvements” or a “renewable energy system.” Under current law a local government may not obligate taxpayers to repay the money borrowed to make these loans, but must use money from special assessments levied on the beneficiaries, or find money from some other source. The bill would also remove a requirement that a homeowner’s mortgage lender must agree to the homeowner adding this additional debt and tax burden.
