Revise intoxicated driving law medical marijuana threshold

To create an exception to the law that makes a person who drives with “any amount of a controlled substance” (illegal drugs) in their system liable for drunk or drugged driving sanctions, so that it would not apply to an individual authorized to use medical marijuana who has “less than 5 nanograms of tetrahydrocannabinol per one milliliter of blood”.
