Clarify preemption of Consumer Protection Act lawsuits against insurers

To clarify that a prohibition of lawsuits against insurance companies under the state Consumer Protection Act applies regardless of when the cause of action occurred. Under current law, industries like insurance that are already subject to a comprehensive state regulatory regime are not covered by the Consumer Protection Act.
