Revise adoption petition details

To revise details of a law that specifies where a person who wants to adopt a child (or an adult) must file a court petition. Specifically, the petition could be filed with the court of the county where the person resides, where the adoptee is found, or where the birth parent’s parental rights were terminated. Among other things this would streamline the procedures when the person who wants to adopt lives in another state.
