Revise out-of-wedlock paternity provisions

To establish that if a child is born out of wedlock and the biological father has registered with the “responsible father registry” proposed by House Bill 4659, the child may not be placed for adoption until the parental rights of the father are officially terminated by a court. This is part of a legislative package designed to speed-up the adoption process, including reducing the time a birth-parent has to change his or her mind.
