Reduce certain dredging permit fees and restrictions

To reduce the permit fees for dredging projects where 90 percent of the dredge material is shown to be sand, and allow the Department of Environmental Quality to bypass a 20-day objection period and issue permits if emergency conditions exist. This bill allows the objection period waiver, and House Billa 4398 and 4399 reduce the fees.
