To give local governments the power to impose "inclusionary zoning,” which allows the government to require developers to construct price-controlled “affordable” dwelling units as a condition of receiving a building permit for units they want to build. As an incentive the local government may (but is not required) to allow greater density than what would otherwise be permitted. It can also require that rent or sale prices on the affordable units be capped.
