2011 House Bill 5175: Increase state land horse trails

To revise a 2010 law requiring the Department of Natural Resources and Environment to adopt a statewide trail use plan that generally allows horseback riding in state forests, to also increase the number of pack and saddle trails, and establish a rate the conditions on these trails.   Official Text and Analysis.
