Extend "temporary" driver license and vehicle registration tax and fee hikes

To extend for two years a number of “temporary” driver license and vehicle registration fees and taxes that were <a href="http://www.michiganvotes.org/2003-SB-554">increased in 2003</a>. The tax and fee increases were supposed to end on Oct. 1, 2009. The bill would also revise the earmarking of various fees.
